No, Kentucky does not require emissions testing. The state previously operated emissions testing programs in select counties but discontinued all programs between 2003 and 2005.

Kentucky's Emissions Testing Policy

Kentucky law does not currently require emissions testing of motor vehicles. According to Kentucky statute 77.320, the state eliminated vehicle emissions testing programs in affected counties. Vehicle registration in Kentucky does not require any emissions test certificates or inspection documentation.

Previous Emissions Testing Programs

Kentucky operated vehicle emissions inspection programs in two distinct regions before discontinuing them in the early 2000s.

Jefferson County Program (1984-2003): Louisville and Jefferson County implemented the Vehicle Emissions Testing (VET) program starting in 1984.

  • Jefferson County - Program operated for 19 years before discontinuation on October 31, 2003
  • The program required annual emissions tests from all vehicles in Louisville, except construction and farm equipment Northern Kentucky Program (1999-2005): The state adopted a vehicle emissions testing program for three counties in Northern Kentucky, which were part of the Cincinnati metropolitan area.
  • Boone County - Program operated for six years before discontinuation on November 1, 2005
  • Kenton County - Program operated for six years before discontinuation on November 1, 2005
  • Campbell County - Program operated for six years before discontinuation on November 1, 2005
